RenewableUK Cymru has launched its manifesto for the 2016 National Assembly for Wales’ elections.

The manifesto outlines how the election is a chance for the political parties in Wales to describe their vision for the energy sector in Wales, and how it should relate to the communities, industries and businesses served by it.

David Clubb, Director of RenewableUK Cymru, said: “Wales has huge opportunities to benefit from the growth of existing renewable energy technologies, from energy efficiency activity so that building stock is fit for the 21st century, and to embrace the individuals and companies who are developing the smart energy infrastructure – storage, grid and integrated systems – which will deliver on society’s needs long into the future.

“The manifesto is an opportunity to highlight some key issues which could make the difference between a Wales between a Wales which stands aside whilst the jobs and industries flow to Scotland and Teesside or one which reaps the benefits of the green energy sector for the people, communities and businesses of Wales.

There are four key ‘asks’ in the manifesto:

1. Renewable energy targets
The implementation of renewable energy targets for Wales as a key component of the greenhouse gas emission commitments, and as a signal to investors that the long term future of the sector in Wales is secure

2. Energy efficiency and renewable energy generation requirements for all new buildings in Wales

  • A commitment from the political parties to establish a timeline for increasing energy efficiency requirements for all new buildings in Wales in order to meet our legal obligations by 2020 and lock-in the benefits of higher standards as soon as possible.
  • Regulation to incorporate renewable energy generation into all suitable locations on new-build for domestic, commercial and industrial developments, adopting global best practice
  • Specification of the smart energy sector as a priority area for support and development within the energy portfolios of Welsh Government, and commissioning of an assessment of the potential impact of the smart grid and storage sectors

3. Retention of business rates by local authorities
In England, 100% of business rates from new energy projects are retained by local authorities where the projects sit – RenewableUK Cymru believes Wales should emulate this approach.

4. Creation of an energy portfolio at Ministerial level within Welsh Government and a cabinet post for the sector
The responsibility for energy policy is currently split across different departments.  RenewableUK Cymru believes energy sits more logically under a single portfolio.  Such a post would increase the oversight and coherence of energy strategy within Wales.  RenewableUK Cymru is calling on the political parties of Wales to commit to the principle of an energy portfolio at Ministerial Level, and to the creation of a cabinet post for the sector.
